"West-bound Departure"とも言いまして、西に向かって飛んで行くって意味です。Runway 13を使ってるのでRight Crosswind Departureから Downwind Departureって感じですね。まあTowerが許可してるのですから、Crosswindに入れば、後は勝手に西よりのHeadingで飛行するのでしょう。（離陸直後に直ぐに西には向かわず、一旦Crosswindに入るのが礼儀です。）

「441/27 Split」はHighway 441号線と27号線の分かれ道か交差点の事です。外部の人間にHighwayの事までは分かりませんので、分からなければ気にする事は有りません。私にも分かりません。もしTowerに言われたら "I am NOT familiar with your airport/airspece" と言います。 それか会話調に"I am from out of town/state/country"とか言えば言い方を変えてくれます。
ここでは「Highway 441-27の分れ目（交差点）上空に居て、私らは北西にHighway 27に沿って空域を1,500 feetで離れます。」と言ってます。

先ほどから"call me", "let me know"が使われてますけど、正式な交信方法はこの"REPORT"です。

「shows 2 out」 これはGPSか何かを見て、２ miles離れてると言っいるのでしょう。それかよく空域を知っているのかも知れません。ただ「Shows」と言っているので何かを見てる可能性が高いと思います。（もし空港にDMEかVORTACがあればDMEの可能性もありますけど。）

"left cut off" はTaxiwayとのIntersection（交差点）を左に出てと言う意味です。"Turn left at next intersection"が正しい言い方なのですけどね。 Parking Locationは駐機場って意味です。
